Looked After Children Best Value Review
The review considered all aspects of the service provided to those children and young people who require to be looked after which included systems, processes, procedures and professional practices.
In order to reach conclusions about the quality, efficiency, effectiveness and economy of the service provided by Clackmannanshire Council Child Care Service to children and young people who require to be looked after the review included:
- Conducting benchmarking exercises with a sample of other, comparable, local authorities’ Looked After Children’s services
- Referring to national statistical data (in relation to Looked After Children) in order to compare local trends, patterns and costs
- Referring to relevant Looked After Children legislation, and statutory guidance, to ensure that Clackmannanshire Council’s systems, processes, procedures and professional practices were meeting all legal requirements
- Referring to Clackmannanshire Council’s Corporate Priorities to ensure that services for Looked After Children were, when applicable, also meeting these
- Contacting child care organisations in the private sector for financial information
- Obtaining views of parents, children and young people of the looked after service provided by Clackmannanshire Council
The review demonstrated that Clackmannanshire Council Child Care Service provides a high quality service for Looked After Children and young people which meets all current statutory requirements, is very cost effective and efficient compared to other councils, is delivered to high professional standards and is regularly monitored and reviewed. Crucially the service is generally viewed by service users (parents and children) and partner agencies as an efficient, effective and child centred service.
The review also considered how services to Looked After Children in Clackmannanshire could be improved and includes an Action Plan which details how this will be done which include maintaining current service performance levels, ensuring timescales are always met for the submission of reports to Looked After Children’s review meetings, that all parents have the opportunity to complete their own reports for these meetings, that all reports are submitted within agreed national timescales to the Reporter to the Children’s Hearing and that chronologies ( of significant events) are completed for all Looked After Children cases.
