The Role of the Emergency Planning Unit
The Emergency Planning Unit enables the Council to meet its statutory and humanitarian obligation with regard to its 'duty of care' to the community it serves and to mitigate the effects of major disruptive challenges to people, environment, property and security of Clackmannanshire.

This is achieved through the following 7 main functions:
- Monitoring threats to the authority area. This is achieved by utilising the Central Scotland Community Risk Register. Risks are prioritised and, if deemed to be of sufficient concern, a specific contingency procedure is produced to compliment the Council's generic Major Emergencies Operational Procedures (MEOPs).
- Producing and maintaining the Council's corporate emergency plans (MEOPs). These provide the authority with a generic and flexible set of procedures to permit the authority to respond to any kind of emergency as part of Central Scotland's Multi-agency Integrated Emergency Management process. The unit also produces statutory plans required under other legislation.
- Providing training for all staff that may be required for an emergency response.
- Coordinating the council's response to an incident in support of the Emergency Services, by alerting, advising and monitoring the emergency.
- Coordinating the council's role in leading the recovery phase of any emergency, assisting the community in their return to normality.
- Developing and maintaining the Council's Corporate Business Continuity Contingency Plans, ensuring all the authorities services are appropriately prepared.
- Providing representation on the Central Scotland Strategic Coordinating Group at all three levels - Strategic, Tactical and Operational.
